61st Mines Ministers’ Conference held in Iqaluit
The PDAC represented the mineral exploration industry at the 61st
meeting of Canadian mines ministers. President Peter Dimmell
presented the association’s brief, which identified the following as
key issues for the industry: securities regulatory reform; meeting
geoscience funding commitments; Canada’s national diamond strategy;
tax treatment for costs of community consultations, baseline
environmental, pre-feasibility and feasibility studies; acquiring
mineral rights; and making the Investment Tax Credit for Exploration
(‘Super’ flow-through program) permanent.

2004 Claim Tag Awards
The PDAC’s claim tag awards were introduced in 2002 to recognize
jurisdictions that have taken steps to improve or enhance conditions
for the exploration industry in Canada. When he proposed the
establishment of the awards, past president Bill Mercer commented
that it was time to give credit where credit was due. The awards
have been well received by governments and have helped the
association’s advocacy efforts by opening up communications with
governments. This year’s awards, which were presented by Peter
Dimmell, president of the association, were given to the governments
of Ontario, Quebec, Canada, and British Columbia. For the full

Philip
Bousquet becomes director, sustainability
Philip D. Bousquet recently joined the PDAC staff. As director,
sustainability, Philip will be managing environmental (including
E3), land use, and geoscience issues, aboriginal affairs, and
community engagement. This newly created position is intended to
strengthen the advocacy work of the association. Philip, who has a
strong background in public policy, can be reached at

Position
paper on securities regulatory reform
The improvement of securities regulation in Canada is seen as one of
the most pressing issues for members of the PDAC.
Click here for the association’s
position on securities regulatory reform. This position paper will be the
key component of a campaign, now underway, that is capitalizing on
the current momentum which has moved regulatory reform to the

Mary-Claire
Ward Geoscience Award
Thanks to all of those individual and corporate members who
contributed so magnificently to the Mary-Claire Ward Geoscience
Award. The funds collected to date will yield sufficient income for
a $3,000 annual award for a post-graduate student enrolled in
geology at a Canadian university, who will undertake a geoscience
project with a geological mapping component. In noting the success
of the fundraising for the award, Frank Blackwood, president of the
Canadian Geological Foundation, which is administering the award,
said, “It is a testament to the affection and high regard that we
all had for Mary-Claire. I look forward to seeing her name
associated with geoscience excellence in Canada for years to come.”
Mary-Claire Ward died in April 2004.

Diamond
company mission to Europe
Twelve diamond exploration companies and representatives of the TSX-Venture
and Natural Resources Canada participated in a European mission in
mid-June. The event, which was organized by the Canadian Embassy in
Brussels and partnered by the PDAC, included presentations to
investors in Paris, Brussels, Antwerp, and London.

Mining Association of Canada launches Towards Sustainable Mining
strategy
The Mining Association of Canada recently launched Towards
Sustainable Mining (TSM), a strategy for improving the mining
industry’s performance by aligning its actions with the priorities
and values of Canadians. For more information on its guiding

Members
invited to test access to global mineral deposit databases
Online access to global mineral deposit databases compiled as part
of the Geological Survey of Canada's
World Minerals Geoscience
Database Project, is
currently undergoing testing prior to public availability (scheduled
for March 31, 2005). Interested PDAC members are invited to help
test the utility designed for online access, GQueryClient, and
provide feedback in exchange for access to the databases.
GQueryClient is available on the WMGDP web site at
http://www.nrcan.gc.ca/gsc/mrd/wmgdb/priv/gqclient36_e.php.
In order to access and download GQueryClient, PDAC members should
enter the following user name and password when prompted: pdac and
ursamajor. Then follow the onscreen instructions. In order to get
the most benefit from GQueryClient, it is strongly recommended that
users work through the GQueryClient tutorial. Feedback regarding the
functionality of GQueryClient and/or content of the databases should
be forwarded to the project coordinator, Dave Sinclair,
sinclair@nrcan.gc.ca.

Chilean representatives visit PDAC
On July 7, PDAC representatives hosted a meeting with a group of
researchers from Chile. The group was on a fact-finding mission to
determine the steps that Chile should make to strengthen the
country’s small to medium sized mining companies. The discussion
focused on Chile’s investment climate and on land access issues. For

Canadian Aboriginal Minerals Association annual meeting
The annual conference of the Canadian Aboriginal Minerals
Association will be held from October 24-26 in Yellowknife. The
program and registration details for this year’s conference,

New private placement rule in Quebec
Members may be interested in a
paper on the new private placement
rule in Quebec. This has been submitted to us by Sébastien Vézina,

Invitation to participate in
mining mission to Almaty, Kazakhstan
Ontario Exports Inc. and partners CAMESE (Canadian Association of
Mining Equipment and Services for Export) and the Canadian Embassy
in Almaty are issuing invitations to Canadian companies to
participate in a mining mission to Mining World Central Asia 2004 in
Almaty, Kazakhstan, from September 16-18. The mission participation
